This program provides grants to support regional programs and
local projects consistent with the regional solid waste management
plans prepared by the Councils of Governments (COGs). All solid
waste grant funds from the TCEQ are allocated to the COGs in the
state's 24 planning regions. The COGs, in turn, administer regional
pass-through grant programs to provide funding for projects by
local governments. The COGs also use some of the grant funds for
the following purposes:
- Amending the regional solid waste management plan;
- Completion of a regional inventory of closed municipal solid
waste landfills and incorporating the inventory into the regional
plan;
- Conduct of several coordination programs;
- Conduct of additional regional programs and administration of
funding to local government projects that directly support their
regional plan; and
- Administration of grant-funded activities, fiscal oversight of
pass-through grants, and reporting to the TCEQ.
Who is eligible for this funding opportunity?
As a portion of the Regional Solid Waste Grants Program, the COGs
administer a pass-through grants program for local or regional
projects which assist in implementing the regional solid waste
plans. Local governments may apply for
pass-through funding for projects falling within the eligible
funding categories. Eligible funding categories are specific to
each COG region, but may include:
- Local enforcement of illegal dumping programs;
- Projects for litter and illegal dumping cleanup;
- Source reduction and recycling projects;
- Projects that will establish citizens' collection centers or
small registered transfer stations or to conduct periodic community
collection events;
- Household hazardous waste management projects;
- Technical studies for analysis of issues and needs and to
identify recommended actions to assist in making solid waste
management decisions at the local or regional level.
- Educational projects or training events on municipal solid
waste (MSW) management topics.
- Other types of projects as may be identified in the amended
regional solid waste management plan of the COG. Grant funds are
authorized for use by local governments and regional planning
commissions. Accordingly, the following types of entities located
in Texas are eligible to receive grant funding:
- Cities;
- Counties;
- Public schools and school districts (not including universities
or post-secondary educational institutions);
- Other general and special law districts with the authority and
responsibility for water protection or MSW management, to include
river authorities; and
- Councils of Governments
