TCEQ Standard Terms, Conditions and Affirmations, which are required on all Request For Bid. The Comptroller of Public Accounts (CPA) requires prospective bidders on any solicitation documentation to affirm their compliance with particular state laws, federal laws or CPA rules. Bidder affirmations become part of any solicitation and are binding terms and conditions of any resulting contract or purchase order.
