Budget and Planning

Jené Bearse, Acting Deputy Director

The Budget and Planning Division promotes fiscal responsibility by providing assistance and analysis in planning, administering, and monitoring the budget. This division develops the agency’s strategic plan, the legislative appropriations request, and the operating budget for submission to the Governor’s Office and the Legislative Budget Board. The division prepares agency fiscal notes and performance measure reports. It also manages the agency’s federal grant applications and monitors federal awards, to provide centralized support of federal funds for TCEQ programs. In addition, its staff conducts special analyses to monitor the achievement of agency goals and priorities.

Financial Administration

Walter Perry, Acting Deputy Director

The Financial Administration Division is responsible for managing the agency’s financial transactions, ensuring the integrity of its accounting records, and maintaining adequate internal controls to safeguard its financial assets. This division is responsible for payroll and timekeeping, payments to employees and vendors, billing and collection of fees and federal grants, centralized revenue management, financial reporting, and financial assurance. This division conducts procurement and contracting activities, coordination of the Historically Underutilized Business Program, and contract workforce monitoring. It is also responsible for general ledger activities, the Annual Financial Report, monitoring revenue and expenditures, estimating revenue collections, and providing fiscal analysis and reporting.

Human Resources and Staff Services

Beth West, Deputy Director

The Human Resources and Staff Services division provides a wide range of services. The division recruits qualified staff to fill vacancies, administers employee-benefit and special leave programs, ensures compliance with state and federal laws on equal opportunity and fair labor practices, offers policy guidance to employees, administers employee programs, supplies human resources data to agency decision makers, and offers training to help employees advance along career paths and formalized career ladders. HRSS also is responsible for risk, facilities, fleet, and asset management. The division addresses health, safety, and security concerns; conducts copying, printing, mail and messenger services; and facilities and lease management.

Information Resources

Greg Rogers, Deputy Director

The Information Resources Division supports enterprise applications, data, and telecommunication systems that further the agency's mission. The division is responsible for provision of hardware and software to agency employees, and operation of the physical IT and telecommunications infrastructure at the TCEQ’s Austin and regional locations. IRD provides technical expertise and leadership in software development and enhancement for enterprise information systems as well as IT project management and business analysis for agency programs. Division staff develop IT budgets, plans, and reports for agency management and other agencies. IRD also administers the agency’s central records system through a contract with a commercial records-management firm, and coordinates the TCEQ’s responses to open records requests.
