Northeast Texas Air Care was formed in March 1996 as a voluntary cooperative association of local governments, industries, and utilities within Gregg, Smith, Rusk, Harrison, and Upshur Counties (the Northeast Texas area). The NETAC Policy Committee is composed of elected officials and representatives from governments, industry, utilities, and citizens in the five-county region. NETAC was created because of a need for a more organized and comprehensive approach to improving air quality based on regional needs and abilities. NETAC, with the administrative assistance of the East Texas Council of Governments, will continue to foster regional cooperation and coordination on the critical issues concerning ozone air quality standards.
