Light-Duty Motor Vehicle Purchase or Lease Incentive Program

The TCEQ is not accepting applications for rebate incentives at this time.  We anticipate the grant round opening in Summer 2018. Please check back for updated LDPLIP information.

The TCEQ is now requesting Manufacturer Information Request Forms from manufacturers of light-duty motor vehicles, intermediate or final state vehicle manufacturers, or manufacturers of compressed natural gas or liquefied petroleum gas systems to report on the vehicle models that manufacturers plan to make available for sale in the State of Texas that meet the eligibility requirements for a rebate incentive under the Light-Duty Motor Vehicle Purchase or Lease Incentive Program (LDPLIP) during the Fiscal Biennium 2018-2019.

Instructions for completing the Light-Duty Motor Vehicle Purchase or Lease Incentive Program Manufacturer Information Request

The LDPLIP provides rebate incentives statewide to persons who purchase or lease an eligible new light-duty motor vehicle powered by compressed natural gas (CNG), liquefied petroleum gas (LPG), or hydrogen fuel cell or other electric drive (plug-in or plug-in hybrid).

Only vehicles purchased or leased in Texas are eligible for the incentive. For vehicles purchased and then converted to operate on an eligible fuel within 500 miles of the operation after first sale, both the sale or lease of the vehicle and the installation of the eligible fuel system must occur in Texas.

To be eligible for an incentive, a vehicle or conversion system must be included on the list of eligible vehicle models and conversion systems compiled by TCEQ. In order for a manufacturer to ensure that its vehicle or conversion system is included on the list, the manufacturer must submit a report to the TCEQ listing the new light-duty motor vehicle models and conversion systems meeting the eligibility requirements under 30 TAC §114.612.

The TCEQ is requesting responses only from those entities listed as the manufacturer on the United States Environmental Protection Agency (EPA) Certificate of Conformity and/or the California Air Resources Board (CARB) Executive Order. Entities not listed as the manufacturer on the EPA certificate and/or CARB Executive Order should not complete the forms.

Instructions for completing the Information Request

Follow these steps:

STEP 1: Download copies of the Information Request Instructions.

STEP 2: Review the Instructions to determine if your entity should complete the Information Request Forms.

STEP 3: Select from the table below and download copies of the applicable Information Request Form(s).

STEP 4: Follow the Manufacturer Information Request Forms Instructions for Completion and Submission to complete and submit the Information Request Forms.

Information Request Forms should be completed electronically and signed where indicated. Forms for the various models may be submitted in one mail package as opposed to a separate package for each model. Forms may be submitted as follows:
