Requirements
Effective July 27, 2008, owners and operators
of facilities using perchloroethylene (PERC or PCE) solvents must
comply with new requirements and standards.
Affected dry cleaner operators are encouraged
to begin reviewing the requirements now in order
to meet that deadline.

New and existing facilities must certify compliance with new,
federal maximum achievable control technology (MACT) standards
found in 40 CFR Part 63, Subpart
M.

Notification of Compliance Status for Perchloroethylene (PERC or
PCE) Dry Cleaners (PDF)
Using this form, owners and operators must certify that their
facilities comply with the maximum achievable control technology
(MACT) standards.

Owners and operators must comply with operation, inspection,
monitoring, and recordkeeping requirements.

Vendors
of PERC Detectors (PDF)
Components must be inspected-while in
operation-for vapor leaks monthly. Area sources must use a
halogenated hydrocarbon detector or PCE gas analyzer according to
the manufacturer's instructions. Major sources must use a PCE gas
analyzer according to EPA Method 21.
