Background
and Goals
In three streams in the San Antonio River Basin, water quality
testing found concentrations of bacteria that may pose a health
risk for swimmers. Swimming and other forms of recreation in which
people come into direct contact with the water are called
contact recreation in the states standards for
water quality.
The goal of this project is to reduce bacteria concentrations to
within acceptable risk levels for contact recreation in the
affected segments—Salado Creek (Segment 1910), Walzem Creek
(Segment 1910A), and the Upper San Antonio River (Segment
1911).
The
San Antonio River Authority (SARA)
is a partner in this TMDL project. SARA is
working concurrently with its regional partners to develop a
watershed protection plan (WPP) for the upper San Antonio River
Basin. The WPP will serve as a guide for reducing pollution in the
San Antonio River Basin. SARA has published
the WPP
on its web site.

Public
Participation
An advisory group has been formed to involve the public in
development of the TMDL. The group includes stakeholders who
represent government, permitted facilities, agriculture, business,
environmental, and community interests. This voluntary committee
provides advice and comment to the TCEQ on its project to restore
water quality in the Upper San Antonio River Basin.

TMDLs
The commission adopted these TMDLs on July 25, 2007. The EPA
approved the TMDLs on September 25, 2007, at which time they became
part of the state's Water Quality Management Plan.
