NEW April 30, 2021: Renewal and Revision of Air Curtain Incinerator General Operating Permit Number 518

The Texas Commission on Environmental Quality (TCEQ) issued renewed and revised General Operating Permit (GOP) Number 518, effective April 30, 2021. The renewed and revised GOP was proposed on December 4, 2020, and the public comment period closed on January 7, 2021. No comments were received. Current permit holders are required to submit an application for a new authorization to operate (ATO) no later than July 29, 2021 if any of the emission units, applicability determinations, or the basis for the applicability determinations are affected by the revisions in the renewed GOP. If the revisions in the GOP do not affect your site, a new ATO is not required. If you have questions about your permit, please contact the Air Permits Division.

NEW February 1, 2021: Revisions to Oil and Gas General Operating Permits Numbers 511, 512, 513, and 514

The Texas Commission on Environmental Quality (TCEQ) issued revised Oil and Gas General Operating Permits (GOPs) Numbers 511, 512, 513, and 514. The revised GOPs were proposed on November 13, 2020, and the public comment period closed on December 16, 2020. One positive comment was received. Please refer to the Statements of Basis for these permits for a detailed description of the revisions and the comment.

Current permit holders are required to submit an application for a new authorization to operate (ATO), if any of the emission units, applicability determinations, or the basis for the applicability determinations are affected by the revisions in the GOPs. If the revisions in the GOPs do not affect your site, a new ATO is not required.


October 15, 2020: The TCEQ issued renewals to Oil and Gas GOPs 511, 512, 513, and 514. The renewed GOPs were proposed on April 24, 2020, and the public comment period closed on May 27, 2020. Six written comments were received. Please refer to the Statement of Basis for these permits for a more detailed description of the revisions and responses to these comments.

Current permit holders are required to submit an application for a new authorization to operate (ATO), if any of the emission units, applicability determinations, or the basis for the applicability determinations are affected by the revisions in the renewed GOPs. If the revisions in the GOPs do not affect your site, a new ATO is not required.

Any person affected by this action may petition the U.S. Environmental Protection Agency to make an objection; petitions must be filed no later than December 14, 2020.

February 24, 2020: Renewal and Revision of Municipal Solid Waste Landfill General Operating Permit 517

The TCEQ issued renewed and revised GOP Number 517, effective February 24, 2020. The renewed and revised GOP was proposed on September 6, 2019, and the public comment period closed on October 7, 2019. As a result of public comment, several clarifications and corrections were made within the permit conditions and terms. Please refer to the Statement of Basis for a more detailed description of the revisions.

Current permit holders are required to submit an application for a new authorization to operate (ATO) no later than May 24, 2020 if any of the emission units, applicability determinations, or the basis for the applicability determinations are affected by the revisions in the renewed GOP. If the revisions in the GOP do not affect your site, a new ATO is not required. If you have questions about your permit, please contact the Air Permits Division at (512) 239-1250.


July 14, 2017: The TCEQ issued revisions to Oil and Gas GOPs 511 and 514 to address the applicability status of Wise County. Sites in Wise County are now covered under GOP 511 instead of GOP 514. The revised GOPs were proposed on January 27, 2017, and the public comment period closed on February 27, 2017. No comments were received. Please refer to the Statement of Basis for these permits for a more detailed description of the revisions.

Current permit holders are required to submit an application for a new authorization to operate (ATO) no later than October 12, 2017, if any of the emission units, applicability determinations, or the basis for the applicability determinations are affected by the revisions in the renewed GOPs. If the revisions in the GOPs do not affect your site, a new ATO is not required.

Any person affected by this action may petition the U.S. Environmental Protection Agency to make an objection; petitions must be filed no later than September 12, 2017.


December 13, 2016: The TCEQ issued renewed Air Curtain Incinerator GOP 518. The renewed GOP was proposed on June 10, 2016, and the public comment period closed on July 13, 2016. As a result of public comment, new permit condition (a)(2) was added to qualification criteria to clarify that only the NSR authorizations listed in (b)(8) may be incorporated by reference under this GOP. All changes to the renewed permit include:

  • Updates to the requirements tables;
  • The addition of new 40 Code of Federal Regulations (CFR) Part 63, Subpart ZZZZ, 40 CFR Part 60, Subpart IIII and JJJJ engine requirements tables for stationary engines; and
  • Revisions to the terms made to be consistent with other General Operating Permits.

Current permit holders are required to submit an application for a new authorization to operate (ATO) no later than March 13, 2017 if any of the emission units, applicability determinations, or the basis for the applicability determinations are affected by the revisions in the renewed GOPs.
