Use this information to claim the Air Quality Standard Permit for Temporary and Permanent Polyphosphate Blenders.

The Air Quality Standard Permit for Temporary and Permanent Polyphosphate Blenders is authorized under the Texas Health and Safety Code Section 382.05195 , which authorizes us to issue standard permits for many similar facilities.

To determine whether your facility qualifies for this standard permit, first consider this quick screen:

  • A polyphosphate blender does not qualify for this standard permit if it is used to manufacture a product on site other than liquid fertilizer made up of ammonia, superphosphoric acid, and water.
  • A polyphosphate blender does not qualify for this standard permit if any individual engine (or combination of engines) rated greater than 525 horsepower is used.
  • The polyphosphate blender must not be a new major stationary source or major modification as defined by Title 30 Texas Administrative Code (30 TAC) Section 116.12, Nonattainment and Prevention of Significant Deterioration Review Definitions.
  • The polyphosphate blender must not be located at a major stationary source.
  • A polyphosphate blender does not qualify for this standard permit if the polyphosphate blender stack is not at least 12 feet high.
  • A polyphosphate blender engine stack does not qualify for this standard permit if the polyphosphate blender engine stack is not at least 10 feet high.
  • A polyphosphate blender does not qualify for this standard permit if any engine authorized under this standard permit operates for more than 2,880 hours during any 12-month period.

If your temporary or permanent polyphosphate blender cannot meet the conditions of this standard permit, you might qualify for other permitting options. To find out, see Types of New Source Review Authorizations.

If your facility complies with the above screening criteria:

  • Review the standard permit in considering your proposed claim for further restrictions and limitations.
  • If your facility complies with all requirements of the standard permit, you may claim this standard permit.

To Claim This Standard Permit:

  • Complete the Form PI-1S (Registration Form for a Standard Permit), as indicated on the PI-1S Instructions (Registration Instructions for a Standard Permit).
  • Pay a registration fee of $900 to our Financial Administration Division.
  • Once you receive our standard permit issuance letter, contact our regional office within 30 days to schedule a pretest sampling meeting. You must schedule the pretest meeting least 45 calendar days before conducting your stack testing.
  • Submit the initial sampling results to our regional office and to the Air Permits Division in Austin within 30 days from the date the sampling is completed.
  • If we determine that your stack test results meet the standard permit criteria, you may claim this standard permit.

For temporary polyphosphate blenders, you must submit written notice to the TCEQ regional office with jurisdiction over the proposed relocation site of your facility before you move it.
