Permit Number vs. Solid Waste Registration Number

How an IHW registration number is different from an IHW permit number.

Don't mistake a permit number with a solid waste registration number. Your facility only needs a permit number if your operation intends to store (beyond permit exempt accumulation time), treat, or dispose of hazardous or industrial waste on site. Most operations do not need a permit for their solid waste activities. Industrial generators and hazardous waste generators receive solid waste registration (SWR) numbers when they notify the TCEQ of their waste activities. This number is also known as a "registration number" or "state id number."

SWR numbers are permanently tied to a physical location/street address (except locations that only transport waste). If your company moves to a location that already has a number, you will use that location's solid waste registration number after sending an updated Notification for Hazardous or Industrial Waste Management Form (TCEQ-00002). If your new location does not have a solid waste registration number, you will also submit the Notification for Hazardous or Industrial Waste Management Form (TCEQ-00002). Complete a TCEQ Core Data Form (TCEQ 10400) if a registration action affects any other program area within the TCEQ. Send the Core Data Form to the Central Registry at: Texas Commission on Environmental Quality, Central Registry MC144, P. O. Box 13087, Austin Texas 78711-3087.

Hazardous waste activities may require an EPA ID. If the facility does not need to obtain a solid waste registration number but needs an EPA ID, fill out the Notification of RCRA Subtitle C Activity (EPA 8700-12) .
