General Permit Requirements for Water Discharge from Petroleum Bulk Stations and Terminals

Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXG340000 was renewed and issued on April 23, 2007. A copy of the issued general permit (PDF) and response to comments (PDF) are available for your review. If you discharge facility wastewater and/or storm water from a petroleum bulk station and terminal facility, you may qualify for coverage under this general permit. Please review the permit to determine if it applies to your facility. If yes, submit a notice of intent (PDF) (with instructions) (NOI) (PDF) and application fee to the address provided on the NOI. After obtaining coverage under this permit, you will need to do the following:

  • Adhere to the requirements of the general permit (TXG340000) (PDF). (Help with PDF).

  • Complete and submit the Discharge Monitoring Report Form (3320-1), as required.

  • If the owner or operator changes, the present owner and operator must submit a Notice of Termination (NOT) (PDF) and the new owner and operator must submit an NOI.

  • If the discharge becomes unnecessary, is delayed or is completed, the permittee may voluntarily terminate coverage by submitting an NOT.

  • If you are discharging to an MS4 (HTML), you must submit a copy of the following to the operator of that system at the same time you submit them to the TCEQ:

    • Notice of Intent (NOI)

    • Notice of Termination

The permit is in effect until the NOT is submitted. Fees will accrue annually on September 1.
