EPA Drinking Water Stage 2 Rule Package

The Texas Commission on Environmental Quality (TCEQ) is adopted rule changes to Chapter 290, Public Drinking Water, to implement the federal Stage 2 Disinfection Byproducts Rule (DBP2)Exit TCEQ, Long Term Stage 2 Enhanced Surface Water Treatment Rule (LT2)Exit TCEQ, and Ground Water Rule (GWR)Exit TCEQ. EPA adopted the GWR on October 11, 2006. The rule changes will affect language throughout Title 30 Texas Administrative Code, Chapter 290, Subchapters D, Rules, and Subchapter F, Standards. As a group, these rule changes are called the EPA Drinking Water Stage 2 Rule Package.

The rule package was adopted at the Commissioners' Agenda Meeting on December 19, 2007.

A series of stakeholder meetings were held in Austin. The first meeting was held on September 26, 2006, and covered both the LT2 and DBP2 rules. The second meeting was held October 24, 2006, with a focus on LT2. The third meeting was held November 14, 2006, with a focus on the GWR. The January 9th, 2007, meeting was held in conjunction with the quarterly DWAWG meeting, with a focus on operator licensing language, homeland security provisions and routine DWAWG items.
