Submittals of Plans and Specifications (P&S) for Water Systems

We are now allowing the submission of public water transmission mains and distribution system engineering plans and specifications via CD format as an option. This procedure will prove to be efficient, cost-effective and environmentally friendly. We are planning to allow all other public water system submittals on CDs beginning in March, 2005, as an option.

These rules allow only an electronic signature on engineering submittals. If a computer-generated seal is used without an electronic signature, the following text or similar wording is required: "The seal appearing on this document was authorized by (Example: Leslie H. Doe, 0112)."

Another requirement of the Texas Board of Professional Engineers for an electronic signature is that it be linked to the document in such a manner that the electronic signature is invalidated if any data in the document is changed. This concern will be addressed by submitting a Read Only Memory (ROM) compact disk such as a CD-R disk.

Frequently Asked Questions:
  • Why are you accepting only waterline submittals? The period of January 1, 2005 through February 28, 2005 will be a trial run for our Team. We anticipate a minimum amount of challenges related to these types of reviews and look forward to accepting all types of water-related submittals beginning in March, 2005. However, please keep checking this web page in case the schedule changes.
  • Is this an option or a requirement? This is only an option. Paper plans and specifications will continue to be accepted, as in the past.

  • Why CD-R format? How about DVD?
    This type of format is easily accessible with our computers. We do not have DVD capability at this time.
  • Will this expedite review of my submittal?
    No, not at first. In time, we anticipate easier handling of submittals and decreased review time occurring as a by-product.
  • How many copies (CD-R) are needed?
    One. This is the same as we require for paper submittals.
  • What TCEQ fees are associated with this type of review?
    None. We do not anticipate any fees in the future and the requirement remains the same for paper submittals.
  • Can I submit plans and specifications by e-mail instead?
    No, not at this time. However, we anticipate creating a web location for submittals in the future. You may wish to keep checking this web page for updates.
  • What about the engineer's submittal letter, the Plan Review Submittal Form, and the Core Data Form?
    These three will still be required to be submitted on paper for the next six months or so. However, please keep checking this web page in case the schedule changes.
  • Why do you require the 11 x 17 format for plans?
    The TCEQ rules require "legible" plans. The 11" x 17" format in Adobe appears to be the smallest format that our facilities can review without losing detail.
  • What about Districts-related and Requests for Exception reviews?
    We anticipate that these types of reviews will be accepted, under similar circumstances, in the next few months. You may wish to keep checking this web page for updates.
