Site Background:

The Bailey Metal Processors, Inc., site is located approximately one mile northwest of Brady on Highway 87 in McCulloch County. The site occupies five acres. The triangular site is bordered to the south by a railroad, to the north by the Brady Independent School District bus barn and two mobile homes, and to the east by Highway 87. The facility operated as a scrap metal dealer, primarily conducting copper and lead reclamation. Paper, plastic, and lead coatings were removed from wires to reclaim the metals. Two furnaces at the site were used to burn off the plastic insulation on the wire.

Directions: At TCEQ Austin, parking for visitors and the handicapped is available on the east side of Building D near IH-35 and on the west side of Building E, convenient to wheelchair access ramps that are between Building D and Building E.

  • March 24, 2005, TCEQ began mailing out requests to identified potentially responsible parties, asking them to participate in an agreed order to fund or perform a remedial investigation and feasibility study at the site.
  • March 28, 2005, a legal notice was published in the Brady Herald Standard describing the site, proposing the site to the state Superfund registry, and announcing that a public meeting to receive citizen comments would be held May 12, 2005, at the Brady City Hall.
  • April 1, 2005, a legal notice was published in the Texas Register (27 TexReg 6575) describing the site, proposing the site for listing on the state Superfund registry, proposing commercial/industrial land use designation for the site, and announcing that a public meeting to receive citizen comments would be held May 12, 2005, at the Brady City Hall council chambers.   • May 12, 2005, a public meeting was held at the Brady City Hall council chambers to receive citizen comments on the proposal to list the Bailey Metal Processors site on the state Superfund registry. There were no challenges to the use of nonresidential standards in the planned remedial action proposed for the site.
  • May 2006, a work order was issued for the start of the remedial investigation. Also, soil samples were collected onsite and from surrounding properties.
  • June 2006, a work order was issued for the start of the groundwater investigation and additional sampling of off-site soils.
  • September 2006, a groundwater and off-site soil investigation sampling event was performed.
  • December 2006, the results of the September 2006 groundwater and off-site soil investigation sampling event were received.
