Site Background:
The El Paso Plating Works site is located at 2422 Wyoming Avenue
within the city limits, and approximately 1.9 miles northeast of
downtown El Paso, El Paso County. On March 22, 1995, facing formal
enforcement of cleanup orders from the TNRCC, an officer of EPPW
said the company would voluntarily cease operations, but would not
abandon the facility. Less than a month later, the facility was
abandoned. On February 11, 1998, TNRCC abandoned enforcement action
against the defunct EPPW corporation and referred the site to state
and federal cleanup programs for remediation.

Superfund Actions Taken to Date: ( skip to the most current action)
- October 1, 1996, through March 3, 1997, the U.S. Environmental
Protection Agency Emergency Response Branch conducted a removal
action at the EPPW site, removing 440 gallons of acid liquids, 25
gallons of cyanide liquid, acetic acid, nitric acid, sodium
bisulfate, 4,000 gallons of oxidizer liquids, 550 pounds of
oxidizer solids, over 100,000 pounds of sludge and other solids,
and 25 cubic yards of cut plastic drums, PVC pipe and plastic
liners.
- September 3, 1999, EPA notified the State of Texas that no
further federal Superfund remedial action funding would be spent on
the EPPW site, and referred responsibility of further cleanup to
Texas.
- February 4, 2000, a legal notice was published in the El
Paso Times describing the site, proposing the site for listing
on the state Superfund registry, and also proposing
commercial/industrial land use specifications for remediation of
the site contamination. The nonresidential use of the land may by
considered in any remedial action proposed for the site. A public
meeting to receive citizen comments on the proposal, was to be held
at the Houston Intermediate School cafeteria on March 9, 2000.
- February 4, 2000, a legal notice was published in the Texas
Register (25 TexReg 967-968) describing the site, proposing
the site for listing on the state Superfund registry, and also
proposing commercial/industrial land use specifications for
remediation of the site contamination. The land use designation may
be considered in any remedial action proposed for the site. [Read

receive citizen comments on the proposal, was to be held at the
Houston Intermediate School cafeteria on March 9, 2000.
- March 9, 2000, a public meeting was held at the Houston
Intermediate School in El Paso to receive citizen comments on
proposing the El Paso Plating Works site to the state Superfund
registry and use of commercial/industrial land specifications for
remediation of the site contamination.
- May 11, 2000, TNRCC issued a remedial investigation work order
to determine the nature and extent of contamination.
- May 15, 2000, a community relations plan was prepared for the
El Paso Plating Works site. [Read the text of community

- June 15, 2000, access agreements from the neighbors were
obtained for collecting samples during the remedial
investigation.
- September 15, 2000, samples were collected and analyzed to
identify the presence of asbestos materials inside the existing
building and as insulation encasing several pipelines and the
boiler.
- April 9-16, 2001, the asbestos was removed from the
building.
- April 16-23, 2001, the El Paso Plating Works building was
demolished by TNRCC's contractor.
- April 23, 2001, remedial investigation sampling was begun to
determine the extent of contamination in the soil.
- November 11, 2001, TNRCC issued a work order for additional
soils sampling and installation of additional monitor wells.
- November 13, 2001, TNRCC canvassed the neighborhood to obtain
access agreements and talked to the residents about the site.
- February 1, 2002, additional soil sampling was completed and
additional monitor wells were installed.
- March 18, 2002, additional sampling of the monitor wells and of
soil was performed.
- April 29, 2002, the monitor wells were sampled.
- July 16, 2002, additional sampling of the monitor wells and of
soil was performed.
- August 16, 2002, TNRCC received the report on the results of
the investigation.
- September 1, 2002, effective date of the name change from Texas
Natural Resource Conservation Commission (TNRCC) to Texas
Commission on Environmental Quality (TCEQ).
- October 29, 2002, the monitor wells were sampled
- February 5, 2003, TCEQ issued a work order amendment
authorizing soil sampling under the concrete slab and off
site.
- February 28, 2003, a legal notice was published in the
Texas Register (28 TexReg 1970) announcing the intent to

- March 17, 2003, TCEQ issued a work order amendment authorizing
additional soil sampling under the onsite concrete slab.
- April 6, 2003, TCEQ continued sampling under the onsite
slab.
- April 12, 2003, TCEQ reviewed results from the soil
sampling.
- April 17, 2003, TCEQ issued a work order amendment authorizing
more soil sampling under the onsite concrete slab.
- May 6, 2003, sampling continued of soil under the concrete
slab. Groundwater was sampled.
- June 12, 2003, TCEQ issued a work order amendment authorizing
additional groundwater monitor well sampling and preparation of an
excavation work plan.
- June 30, 2003, TCEQ conditionally approved the excavation work
plan.
- July 1, 2003, TCEQ issued a work order amendment authorizing
repair of fence damage due to fallen tree limbs.
- July 18, 2003, TCEQ authorized the excavation removal
action.
- July 21, 2003, excavation and removal began of contaminated
soil and material.
- July 26, 2003, another round of groundwater sampling
began.
- August 15, 2003, the removal action was completed for
contaminated soils and materials on- and off-site.
- August 22, 2003, the Superfund program referred the groundwater
contamination to the petroleum storage tank responsible party
remediation program to investigate.
- August 26, 2003, a memo was placed in the file, noting that the
site has been remediated to industrial/commercial cleanup levels
and no further remedial action is required by Superfund.
- September 30, 2003, an affidavit of lien payable to the
commission was filed in the El Paso County real property records by
the TCEQ. The lien was filed pursuant to the Texas Solid Waste
Disposal Act, Texas Health and Safety Code §361.194, to
recover the state's remediation expenses.
- August 12, 2004, the background paragraph was edited to add a mention
of the 1998 enforcement action.
- February 24, 2005, an affidavit of lien payable to the
commission was filed in the El Paso County real property records by
the TCEQ. The lien was filed pursuant to the Texas Solid Waste
Disposal Act, Texas Health and Safety Code §361.194, to
recover the state's costs of remediation.
