Scrub-A-Dubb Barrel Company

This former drum cleaning and reconditioning business in Lubbock, Lubbock County, is being addressed under the State Superfund Program.

Site Summary

The site consists of two separate tracts of land in Lubbock, Texas.  The east property, located at 1102 North Ash Avenue, encompasses approximately 3.5 acres.  The west property, 1209 North Ash Avenue, is approximately 2 acres.

Scrub-A-Dubb Barrel Company operated a drum cleaning and refurbishing business at the site from 1975 through 2009. The refurbishing process included rinsing the interior and exterior of the drums with water. The water and contents of the drums were drained into a wastewater treatment system comprised of fiberglass storage tanks within concrete impoundment settling vats.

From 1984 to 2007, the Environmental Protection Agency (EPA) and the TCEQ inspected the facility and noted numerous spills. EPA conducted a removal action from February 2011 to February 2012 during which over 44,000 drums, approximately 3,000 cubic yards of contaminated soil, and waste-processing structures were removed from the site.

Superfund Registry

In January 2015, the TCEQ prepared a Hazard Ranking System (HRS) document for the site, which generated an HRS score of 5.64 based on observed releases of trichloroethylene in groundwater and cadmium surface soils. The TCEQ conducted a public meeting to propose the site to the state Superfund registry on July 14, 2015.

Current Status

The remedial investigation began in late 2015. A removal of buried and potentially hazardous objects, discovered during a geophysical survey, is planned for 2017.
