Toups

This former wood treatment facility and municipal waste dump in Sour Lake, Hardin County is in the operation and maintenance phase of the state Superfund program.

Site Summary

The Toups site is located on the west side of Highway 326, 2.1 miles north of the intersection of Highway 326 and Highway 105, in Sour Lake, Hardin County, Texas. The approximately 21.5-acre site operated simultaneously as a pentachlorophenol (PCP) fencepost treating facility and a municipal waste dump from 1957 until the late 1960s. The fencepost treating facility ceased operations in the late 1960s and the municipal waste dump ceased in approximately 1972.

Superfund Registry and Investigation

The TCEQ proposed the site to the Superfund registry in December 1993. From March 1996 to August 1999, the TCEQ performed a remedial investigation and the site was officially listed in May 2001.

Remedial Action

In 2001, the TCEQ selected a remedial action for the site which specified a residential land use and entailed the excavation and off-site disposal of contaminated soils. The selected remedial action for the groundwater at the site consisted of monitored natural attenuation (MNA) with institutional controls to prevent the use of and exposure to contaminated groundwater. A restrictive covenant was recorded in the real property records in Hardin County to prohibit the use of groundwater underlying the site.

Current Status

Cleanup is complete. The site is in the operation and maintenance phase which requires periodic groundwater sampling to monitor the natural attenuation of the groundwater contaminants. The TCEQ will continue to monitor the groundwater until cleanup levels are achieved.
