Voda Petroleum, Inc.

This Former Waste Oil Recycling Facility in Clarksville City, Gregg County is Currently in the Operation and Maintenance Phase.

Site Summary

The Voda Petroleum site covers 6.12 acres at 711 Duncan Road, about 1.25 miles west of the intersection of FM 2275 and FM 3272. Voda Petroleum, Inc. operated as a waste-oil recycling business from 1981 until it was abandoned in 1991.

The facility received, stored, and processed lubricating oils, transmission oils, hydraulic oils, diesel oils, kerosene, gasoline, and aromatic and paraffinic solvents.

The TCEQ inspected the site numerous times between 1982 and 1992. After the business closed, the TCEQ documented releases into adjacent residential properties and into Campbell’s Creek. In 1996, the Environmental Protection Agency (EPA) removed 476 55-gallon drums of waste, 16 above-ground storage tanks, and associated contaminated soil.

Superfund Listing

In 2000, the TCEQ proposed the site for listing in the state Superfund registry because the soil and groundwater were contaminated with hydrocarbons and chlorinated solvents.

Remedial Investigation and Actions

The remedial investigation and feasibility study phase was conducted from 2001 to 2008. On February 12, 2010, the TCEQ issued an Administrative Order that listed the site on the state Superfund Registry and selected the remedial action for the site.

The TCEQ completed the remedial action in 2010. It consisted of excavating contaminated soil, disposing of it offsite, and installing a bioremediation groundwater-treatment system. The treatment system infuses gases into the groundwater plume to promote aerobic biodegradation of contaminants.

Current Status

The site is currently in the operation and maintenance phase with continued bioremediation and monitoring of the groundwater.
